    Summary

    Reporting to the Director, US Supply Chain, this Front Line Leadership position is responsible and accountable for the proposal scope (Subcontracts and General Procurement) in the Material Estimating Group. Responsibilities include the day-to-day management of the group, workload assignments, and alignment of resources to maximize support of Material Estimating. Provides guidance and recommendations to Material Estimating Personnel and Management. Responsible for monitoring and maintaining full compliance of all Supply Chain proposal actions in accordance with Government Regulations, Public Law and company Policies and Procedures. This is a high visibility position often called upon to manage proposal efforts in a high demand, fast paced environment.

  • Lead team of Material Estimators in proposal preparation (i.e. obtaining quotes, maintaining priced bill of materials, material TINA sweeps, supplier price analysis for proposal submittal)

  • Subject matter expert with comprehensive knowledge of job area and in-depth knowledge of Competitive and Sole Source (FAR 15.2) Compliant Proposal efforts

  • Manages large, complex proposal initiatives of substantial importance to the organization with minimal oversight or direction

  • Communicates within and outside of the organization to explain and influence changes to practices, processes and approaches to Material Estimating

  • Responsible for the Material Estimating Group compliance with applicable regulations, public law and company policies & procedures

  • Drive all aspects of Supply Chain Material Estimating process (i.e. RTOQs, PBOM submittals, TINA Sweeps, Coordination of Supplier Price Analysis for Proposal Submittal)

  • Serve as the lead Material Estimating to Proposal Team within the Defense and Security Division

  • Work closely with SCMs, Program Management and Technical personnel, to support/manage high-dollar value proposals

  • Strategically support Program(s) and SCMs on critical proposal negotiations and strategies development

  • Strong working knowledge with Federal Regulations (FAR, DFARs, etc.), Public Law, Government Procurement Regulations as they pertain to Competitive/Sole Source Proposal efforts.

  • Supports Defense Contract Audit Agency (DCAA) Proposal and Estimating System Audits and Defense Contract Management Agency (DCMA) Purchasing System Audits as required

  • Other duties as assigned

    Qualifications and Education Requirements

  • Bachelor’s degree in Business, Finance, Accounting, Mathematics, or other related field required, MBA preferred or minimum 10 years of Material Estimating/Proposal experience in a technical/manufacturing environment, Aerospace & Defense Industry experience and knowledge highly preferred

  • Minimum 2 years of Front Line Leadership experience in a Material Estimating/Proposal Organization

  • Extensive experience in creating Priced Bill of Materials (PBOMs), performing Supply Chain TINA sweeps and bidding different contract types (FFP, CPFF, CPIF, T&M)

  • Ability to read, analyze, and interpret complex documents

  • Ability to respond effectively to inquiries and issues

  • Ability to generate and present effective oral and written presentations on complex subjects

  • Ability to define problems, collect data, establish facts, and draw valid conclusions

    Preferred Skills

  • Experience in a U.S. DoD environment highly preferred

  • Experience supporting Government Proposals (Competitive/FAR 15.2 Sole Source)

  • Experience with Deltek CostPoint

    Security Responsibilities

Must comply with all company security and data protection / usage policies and procedures.  Personally responsible for proper marking and handling of all information and materials, in any form. Shall not divulge any information, or afford access, to other employees not having a need-to-know. Shall not divulge information outside company without management approval.  All government and proprietary information will be accessed and stored electronically on company provided resources.

  • Incumbent must be eligible for DoD Personal Security Clearance.

    Due to U.S. Government contract requirements, only U.S. citizens are eligible for this role.

    Work Environment

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

  • Ability to be onsite 3-4 days week.
